This is a much better COI than putting Harper Woods with Eastpointe. Eastpointe and Harper Woods have almost nothing in common aside from race, and there's no constitutional justification for packing them together; this map preserves their voices in separate seats. The COI boundaries are obvious just from zooming in on the borders: the boundary between Harper Woods and Grosse Pointe Woods cuts through the middle of diverse residential neighborhoods whose residents live and work in both cities, while the boundary between Harper Woods and Eastpointe cuts through a gas station and an Applebee's Parking Lot

Keeping Harper Woods with the Grosse Pointes would keep our Senate district together. With maps that include us with Eastpointe and Detroit, there are 3 Senate districts. Also, precincts 5 & 6 in Harper Woods are part of the Grosse Pointe School District.
Other reasons to keep Harper Woods in District 10: Harper Woods, Grosse Pointe Shores and Grosse Pointe Woods, and St. Clair Shores share the Milk River InterCounty Drain District and a pump station (waste processing) and the 3 of us cities have representatives on the Board for that. We all have the same flooding issues we are trying to resolve. Grosse Pointe and Harper Woods share public services, including mutual fire and police aid.

This configuration is not my preference for a few reasons:
(1) It is not as good as other configurations at maintaining the Lake St. Clair suburbs COI. Other configurations keep it simple with St. Clair Shores and the Grosse Pointes being the essence of the district. That better configuration would result in candidates being required to address protection of the lake and water/sewage infrastructure as a top priority;
(2) I think placing one precinct from Cornerstone Village in the District breaks up the Cornerstone-East English Village-Morningside COI that has received substantial support in public comment. This is an unneccessary community split.
(3) Similarly, splitting up St. Clair Shores three ways in this configuration is not necessary, if Harper Woods is not included. Or, if only precincts from Harper Woods that are in the Grosse Pointe Schools are included.
This is tough, because either (a) St. Clair Shores is split 3 ways; (b) Harper Woods gets split (or not included); or (c) the Grosse Pointes will be broken-up. I think the option that minimizes the number of communities being broken-up is the best option.
Note - I had advocated for the Grosse Pointes plus Detroit Riverfront District that was ultimately struck down by the Courts. So that is not an option any longer.

If district 3 must be changed, This is a good configuration for Districts 3 & 15, However I would like to see Melvindale added back to District 3 as it was originally. This is much better than the alternative plans that split up much of Dearborn Heights from Dearborn.

The configuration of District 10 on this map is very good. It keeps the community of Harper Woods joined with our traditional community partner of the Grosse Pointes and St. Clair Shores. Our communities have many shared services, including a school district, police/fire dispatch services, a water treatment service (Milk River), and pumping stations. In addition, the size is appropriate to the target goal that the redistricting commission has set.
